dc.description.abstractPersistent identifiers are critical components of modern and evolving data infrastructure. Like much of the mechanics of civilization, PIDs are based on trusted registries. The operation of these registries can have significant power over how and when data are shared. This paper explores those power dynamics and suggests ways to balance the trade-offs between necessary control and maximizing the generative value of data.en_US
