The development of an evaluation scheme for management of the public sector

Abstract

This dissertation describes an evaluation methodology which utilizes consensus techniques to evaluate complex comprehensive programs. The methodology was installed in a specific program in a small city, however, it may be readily extended to application in both large and small segments of the private and public sectors.
