Abstract
The findings show that there are a significant number of problems that occur with such a high frequency that they cannot be ignored in disaster planning. It was found that there are no correlations between the problems and the community characteristics. This is important in that it shows that those communities that have planned for disasters are still encountering the common problems, and are thus not planning properly. It also shows that the problems can occur in all types and sizes of communities, and thus the findings of this study areas applicable to a small rural town as they are to a large metropolitan city.
